no, this is the bit outside the planets orbit, almost but not quite out of our solar system. The craft can still send signals, but don't expect a call anytime soon. It is like a protective magnetic area similar to our earths van allens belt (think the aurora borealis protecting us from the sun, the heliosphere protects us from the other things in space).
