This "Sir" (obviously now deceased) was a Colonel in the Royal Scots Fusilers during the Great War, and a statue of him now stands in the village of Ploegsteert, in Flanders.
Who was he?

The only thing that comes to mind is John McCrae who penned In Flanders Fields

Good answer, but not the right one, Sher.
Major John McCrae was at Essex Farm, Boezinge (a couple of miles north of Ieper on the N369) when he wrote "In Flanders Fields" in May 1915 - died and buried at Wimeraux, tho' there is a memorial to him at Essex Fm.
The "Sir" in question is Sir Winston Churchill, who resigned in 1915(?) from politics and went to the trenches with the RSF. Ploegsteert is about 10 miles south of Ieper on the N365.
